On October 15, 2018, the OCC issued a Bulletin (2018-38) announcing the updating of three booklets: “Agricultural Lending,” “Oil and Gas Exploration and Production Lending,” and “Trade Finance and Services.” These booklets are part of the Comptroller’s Handbook and are used by examiners for their supervision and examinations of these areas. These booklets apply to examinations of national banks, federal savings associations, and federal branches and agencies of foreign banking organizations engaged in agricultural lending, oil and gas exploration and production lending, and trade finance and services.

As a general overview, the revisions in these booklets:

incorporate references to relevant OCC issuances published since these booklets were last issued.
reflect the integration of federal savings associations into certain regulations.
include clarifying edits regarding supervisory guidance, sound risk management practices, legal language, or the roles of the bank’s board or management.
revise certain content for general clarity.

In conjunction with the issuance of the three new booklets, the OCC has rescinded the prior versions of the applicable booklets.
