Leadership Skills for a Successful 1071 Implementation
On September 1, 2021, the Consumer Financial Protection Bureau (CFPB) issued a proposed rule to amend Regulation B by implementing the requirements of section 1071 of the Dodd-Frank Act. This long-anticipated rule is going to be one of the most significant regulatory changes of the decade for many financial institutions. Imagine implementing a HMDA program from scratch. Well, that is exactly what is going to happen with this proposal: it is basically going to be a HMDA for commercial loans. While the 1071 amendments to Regulation B are currently only a proposed rule, the significance of this future final rule is so massive, that it’s not too early to start planning for this significant change.
This program takes a deep dive into change management and leadership skills that can be used to help implement the 1071 rule. In this program, our instructor pulls from both his two decades of working as a compliance professional as well as industry best practices in change management to deliver practical strategies for leading a change like the implementation of the 1071 rule.
Specifically, this class begins with an introduction to change management where we discuss a couple of stories relating to change and even discuss a useful formula that can be used to predict the effectiveness of a change initiative. After this, our program covers a very brief overview of the 1071 proposal. Again, this is not a deep dive into the 1071 rule, but rather a brief overview of the proposal so that there is context of what change managers will be facing when implementing the 1071 rule. Next, our program continues with a higher level discussion on a couple of change management frameworks on how change can be implemented within an organization and a compliance management system. After that, our program shifts to a hands on, practical application approach where we provide seven leadership skills that may be useful in implementing the 1071 rule. Finally, this program concludes with several steps that could be taken now if someone is wanting to get started on implementing the 1071 rule before it is even finalized.
